Canada’s study permit rules changed significantly over the past year, and many students are still applying under outdated assumptions. This guide covers exactly what IRCC requires in 2026 — proof-of-funds thresholds, PAL/TAL attestation letters, PGWP field eligibility, and the permit cap — with specific guidance for students from Pakistan.

What Changed — and What Stayed the Same

Study Permit Cap

IRCC capped study permits at 437,000 in 2025, a roughly 10% reduction from prior years. For 2026, IRCC has continued operating under a managed-intake framework. This means applications face tighter competition, and every component of your application must be stronger than it would have been two or three years ago.

Proof-of-Funds Requirements (2026)

Students applying from outside Quebec must demonstrate a minimum of CAD 22,895 in living expenses for the first year — in addition to first-year tuition and return travel costs. This threshold is reviewed annually by IRCC. Always verify the current figure on the official IRCC website before submitting your application.

For Pakistani students: show more than the minimum if possible. IRCC officers assess whether your financial situation is credible given the exchange rate and your family’s documented income. A figure that barely meets the threshold from a Pakistani bank account will face more scrutiny than one that comfortably exceeds it.

PAL/TAL Attestation Letters

Most undergraduate applicants now require a Provincial Attestation Letter (PAL) or Territorial Attestation Letter (TAL) from their institution. Your designated learning institution (DLI) must issue this letter confirming it is within its provincial permit allocation. Without a valid PAL or TAL, your application will be refused. Confirm with your institution before submitting.

PGWP Field of Study Eligibility

IRCC updated the list of PGWP-eligible programs in June 2025, removing 178 fields and adding 119. If your program was removed from the eligible list and you applied before the effective date, you are grandfathered in. If you are applying now, verify your program’s current eligibility before committing. Choosing a program that doesn’t qualify for a PGWP means you cannot access the 3-year post-graduation work permit after graduating — which eliminates most Express Entry pathways.

Changing Institutions or Programs

Since November 2024, students who want to transfer to a different DLI or switch programs must apply for a new study permit rather than simply updating their status. This is a significant change. If you are mid-degree and considering a transfer, factor in the processing time for a new permit before making any change.

Who Is Most Affected

  • First-time undergraduate applicants — need PAL/TAL, higher proof-of-funds, and a PGWP-eligible program if they want post-study work rights.
  • Students bringing dependents — the financial threshold rises significantly for each family member. Calculate the full requirement before applying.
  • Students in non-degree or college programs — many college diplomas were removed from PGWP eligibility. Verify your specific program.
  • Pakistani applicants — with the cap in place and stricter financial scrutiny, documentation quality is more important than ever. Vague or inconsistent bank statements are a common cause of refusal.

Your 2026 Application Action Plan

  1. Verify your program’s PGWP eligibility on the IRCC website before accepting any offer. Do this before paying any deposit.
  2. Confirm your institution will issue a PAL or TAL. Contact the international admissions office directly and ask for written confirmation.
  3. Prepare strong financial documentation. Six months of consistent bank statements, no sudden large deposits, and a total balance that comfortably exceeds CAD 22,895 plus your first-year tuition.
  4. Write a clear, specific study plan. Explain why you chose this program, this university, and Canada — and how it connects to your career plans after graduation. IRCC officers assess genuine student intent.
  5. Apply as early as possible. With the cap in place, submit your application as soon as your acceptance and PAL/TAL are confirmed. Do not wait until the last minute.
  6. Double-check everything before submission. Inconsistencies between your study plan, financial documents, and offer letter are among the most common reasons for refusal.

Frequently Asked Questions

Will the proof-of-funds threshold change again?
Possibly. IRCC reviews living-cost thresholds annually. Always verify the current figure at canada.ca before applying.

I applied before the June 2025 PGWP changes — am I affected?
No. If you applied before the effective date, your field of study remains grandfathered as eligible for PGWP purposes.

Can I apply if my program is not on the PGWP-eligible list?
Yes — you can still apply for a study permit. But you will not be eligible for a Post-Graduation Work Permit after graduation. Assess carefully whether Canada still meets your goals without PGWP access.

My institution has not issued a PAL or TAL. Can I still apply?
No. Without a valid PAL or TAL, your application will be refused. Contact your institution immediately to resolve this before submitting.
